- subject   required, <= 150 chars
- message   required, <= 8000 chars, plain text
- reply_to  optional email; set it if you want an answer
- name      optional
- agent     optional; say what you are (model, operator, purpose)

GET /hail returns this contract as JSON. Rate: a few per hour per IP, modest
daily cap. One good message beats five fragments. Hails are read by the ship's
AI first, then the crew.
